Description
In order to create a systematic and sustainable approach for maintaining 175-mile roadway network, the City of Pittsburg recently divided its roadway system into 10 pavement management zones. This zone-based approach enables more efficient use of financial resources while reducing the frequency of construction-related disruptions in neighborhoods. Our 10-year pavement management plan is maintained and updated annually, with zones evaluated for inclusion or rescheduling based on performance and deterioration trends. Pittsburg’s goal is to pave or resurface streets in these zones once every 10 years.
The City of Pittsburg has prioritized transparent and proactive communication of its Pavement Management Plan to the public. City staff developed a dedicated website to clearly explain the plan, its goals, and its implementation timeline. In addition, the City hosted ten town hall meetings to gather public input, address resident concerns, and ensure that the community remains informed and involved throughout the process.
The City has adopted a streamlined approach to pavement projects, performing many project responsibilities internally. This allows Pittsburg to reduce soft costs, applying more of the budget directly into the infrastructure maintenance. This hands-on strategy enables simultaneous feedback and continuous improvement throughout the process.
The City of Pittsburg employs a strategic and data-driven approach to maintaining and preserving its roadway infrastructure through five primary surface treatments: Crack Seal, Micro-Surfacing, Cape Seal, Three-Layer Treatment and Mill & Overlay. These methods are selected using the StreetSaver pavement management system and a Decision Tree, which assist in identifying the most appropriate application for each street. To ensure accuracy, all streets are field reviewed by City staff, ensuring treatment recommendations reflect actual conditions on the ground. Pittsburg prioritizes preserving roads in good and fair condition in order to cost effectively prevent further deterioration.
The City’s Pavement Condition Index (PCI) currently stands at 60, up from 59 in 2023, reflecting ongoing efforts to steadily increase the City’s PCI. City street network is inspected every other year. Additionally, the City conducts an annual pavement management project, treating miles of local streets each year as part of its preventative maintenance strategy.
Funding for the pavement program is sourced from a combination of RMRA (Road Maintenance and Rehabilitation Account), HUTA (Highway Users Tax Account), the CalRecycle grant, and local funds, ensuring a balanced and sustainable investment in the City’s infrastructure. Over the last two years, the City Council has prioritized pavement rehabilitation and maintenance, obligating just over $4 million annually to the Pavement Management Program. Consistent prioritization and broad stakeholder support are essential to the continued success of this program.
