Description
The City of West Sacramento has completed its Citywide Safety and Signal Improvement initiative, a federally funded effort supported by the Highway Safety Improvement Program (HSIP). The primary goal was to enhance safety for both vehicles and pedestrians along high-risk streets and intersections. This initiative brings targeted upgrades designed to reduce collisions, improve visibility, and enhance pedestrian access at more than twenty locations throughout the community.
Planning was guided by the City’s Systemic Safety Analysis Report, which identified high-risk corridors and intersections. The four highest-ranked areas included West Capitol Avenue, Jefferson Boulevard, Harbor Boulevard, and Sacramento Avenue. Based on these findings and state-approved safety countermeasures, the City refined the scope of work by evaluating feasibility, anticipated safety benefits, and opportunities to align with future infrastructure improvements. Strong coordination among design, construction, and management teams ensured consistency and efficiency across all locations.
Completed Improvements:
Geometric Modification of Approaches at Intersections: (4 Locations)
-Installing raised medians on signalized approaches
-Creating directional medians to prevent unsafe turning movements
Signal Hardware and Safety Improvements at Signalized Intersections: (6 Locations)
Improving signal hardware: signal-heads, reflective backplates, controllers, cabinets, vehicle detection, emergency vehicle preemption, illuminated street signs (IISNS).
Improving pedestrian safety with new pedestrian heads, push buttons, high visibility crosswalks and pavement markings, and advance warning flashing beacons.
Pedestrian Crossing Enhancements: (10 Locations)
Installing raised medians/refuge islands at large mid-block crossings.
Installed pedestrian crossing at highly used uncontrolled locations.
Curb extension and Bulb outs to shorten crossing length.
Installed advance Rapid Rectangular Flashing Beacons (RRFBs) at mid-block crossings.
Improved signage and striping at school crossings
Installed ADA Curbs and curb extensions.
Key Features: LED signal Heads • Raised medians • Refuge islands • School zone beacons • High-visibility striping • ADA curb ramps • Pedestrian Push Buttons
These combined safety treatments improve visibility, organize traffic movements, and create safer crossings, reducing potential conflicts between vehicles and pedestrians along major corridors.
The project is funded through HSIP Cycle 9 and supported by Central Valley Engineering & Asphalt Inc. (Contractor), Dewberry Engineers Inc. (Construction Management), and Kimley-Horn & Associates (Design).
