Project Description

The City of San Diego and Atkins North America, Inc. teamed up to design the challenging Juan Street Reconstruction project. The existing roadway provided inadequate drainage, which frequently flooded during rain events. To achieve proper drainage, a new storm drain system was installed and the street section was changed from an inverted street to a crowned roadway section. Additionally, the replacement and upsize of an existing 8” asbestos cement to 12”PVC water pipeline was included to help serve the growing water demand. Lastly, the installation of Americans with Disabilities Act (ADA) curb ramps provides better mobility within the community. Extensive public outreach was done through social media, construction notices, and community meetings. Residents and business owners in the area were notified of all future improvements and construction activities were coordinated with impacted stakeholders to minimize public inconveniences. The project team also worked with utility companies to assess their facilities and allow construction to be done concurrently with the project. The project maintained a one-way lane opened at all times and temporary ramps were used for residents to enter their driveways while the street, sidewalks, and driveways were in construction. The project also accommodated all special events and festivities that occurred in Old Town by ensuring vehicles access. During the 2015 Rock ‘n’ Roll Marathon, tripping hazards such as trench plates or loose debris that could slow down the runners or cause injuries were removed. Also, the street was temporary paved for two-way traffic during the 2015 & 2016 Cinco de Mayo festivities. Juan Street is located within an area for potential archaeological/historical and Native American cultural resources discoveries. Therefore, an Archaeological Monitor was present during all ground disturbing activities. Additional precautions were taken before construction to minimize potential impacts to archaeological artifacts. A study was conducted to investigate the location of the Soto historical building to avoid impact due to the new storm drain alignment. No remnants of the building were found. Juan Street, is also located within the historical tourist site of Old Town San Diego, which required an approved Mitigated Negative Declaration (MND). Per MND conditions and input from stakeholders, the historical character of Juan Street was preserve by replanting 21 pepper trees and matching the existing unique sidewalk concrete color. The Juan Street Reconstruction project’s extensive communication and coordination with the public allowed for minimal disruptions to business and resident activities. Additionally, the project greatly improved public safety on Juan Street by providing crosswalks, traffic striping, new storm drain system, upgrading the water pipeline, improving the sidewalks, curb ramps, driveways and street while still preserving the historical character of Juan Street.
