The selected improvements featured two closely spaced roundabouts, one of which is a “teardrop” roundabout located at the access point to 17 Mile Drive. The roundabout solution addressed all of the unique characteristics of the area including congestion mitigation leading to reduced vehicle idling times and Greenhouse Gas Emissions due to eliminating traffic signals and stop signs. Mansell Streetscape Improvement Project

By design, Mansell Street primarily served motorized vehicles. The width of the traffic lanes and three different speed limits posted encourage speeding. Pedestrians had to walk on the street or climb over a guard rail and walk along an informal path to access different park facilities or to commute between neighborhoods. Bicyclists also had to share the road with vehicles travelling at speeds up to 45 MPH, and public transit users had to wait on the street for a bus. The 2017 Annual and Measure J and L Pavement Rehabilitation Project

Author Larry Theis Organization City of Orinda Address 22 Orinda way, Orinda CA 94563 Phone 925-253-4260 Project Description The City of Orinda needed to fix their failed pavements (PCI=41) with a sustainable and smart process. It was a big project with 92.7 miles of pavement. The City passed measures J & L that allowed the program to be funded. The next step was to implement the best and most sustainable technology available to fix their roads. The only solution was Full Depth Reclamation (FDR). FDR pulverizes the existing pavement section, then adds cement, water and recompacts the stabilized section into a perfect base section. It’s stronger and essentially impermeable to water intrusion. The finished product is a perpetual pavement section that only needs the wearing surfaced maintained.

The Miller Avenue Streetscape Plan balanced the need to improve critical infrastructure and safety features while preserving the unique character of Mill Valley. The 2-mile thoroughfare is filled with unique character and five “rooms” that define the character and history of the street.
