Commerce Metrolink Station Safety, Beautification and ADA Improvements Project

The Metrolink Orange Line train service travels through San Diego, Orange, & LA Counties with a final stop at Union Station in Downtown Los Angeles. The line travels through 14 stations across approx. 87 miles & stops at the 26th Street Station in Commerce. Improving the Commerce Metrolink Station has been a high priority project for the City with a resident population of 13,000. With 1,800 businesses operating within the 6-sq-mile City & approx. 55,000 employees commuting to the City every day, providing transit alternatives is of paramount importance for the City. Slauson Avenue Sidewalk, ADA, and Reforestation Project

Slauson Ave, a 2.7-mile corridor in the City of Commerce, is a major 4-lane arterial that runs east-west through the length of the City & connects 2 major freeways of I-5 & I-710 within City limits. It is also a major bus route extending more than 20 miles & connecting several East LA cities to downtown LA. As such, it is a critical mobility route for trucks, vehicles, transit as well as peds as it connects neighborhoods with employment & activity centers in Southeast LA. Slauson Ave provides 5’ to 10’ wide sidewalk segments affording walkability & connectivity for a large number of peds. The 2.7-mile segment through the City provided some sidewalk & parkway segments with ficus trees, however, over the years the existing sidewalks were severely damaged. Olivehurst Avenue Complete Streets Project

The Olivehurst Avenue Complete Streets Project is a defining feature for the disadvantaged community of Olivehurst. It completely transformed a narrow, dangerous, and aesthetically unappealing roadway, into an attractive, safe, multi-modal corridor that the community is proud of. The conceptual project was born as a result of the Olivehurst Sustainable Community and Economic Revitalization (OSCER) Plan, prepared as part of a large public outreach program. Construction of this community-changing project was completed in September 2016, and includes the following improvements : 2.4 miles of bicycle lanes and sidewalks; street widening and rehabilitation; curbs, gutters, and storm drains; transit stops and ADA accessibility improvements; utility undergrounding; Olivehurst’s first traffic signal; and upgrading street lights to more energy efficient LEDs. Kingston, Linda, Rose Triangle Project

Due to Piedmont’s long-standing history of completing projects through public-private partnerships, the City was approached in 2013 by residents in the neighborhood near Kingston, Linda and Rose Avenues, concerned about the inordinately large paved intersection that was confusing and dangerous for motorists, bicyclists and pedestrians. There are five legs to the intersection making visibility a constant issue. The large intersection was a vestige of the former light rail “Key System” through Piedmont. Once deemed obsolete, these large intersections were paved over. The development of the triangle and the associated safety improvements ties into the goals of Piedmont’s Pedestrian and Bicycle Master Plan (PBMP). Given that much of the walking and biking activity within the City consists of students going to and from school, the triangle helps to achieve the goal of creating safe routes to our schools. State Route 32 Widening and Multi-Modal Improvements Project, Phases 1 & 2 (Finalist)

The State Route (SR) 32 Widening and Multi-Modal Improvements Project, Phases 1 and 2 is deserving of the Outstanding Local Streets and Roads Project award because it is an excellent example of improving traffic operations and capacity, while also enhancing safe and viable transportation alternatives; thereby meeting statewide goals to improve air quality, reduce greenhouse gas emissions and reduce the consumption of natural resources. The project, located within the City of Chico (City) urban core, involves widening the roadway from two to four lanes, improving the functionality of the transportation corridor with the installation of ADA compliant pedestrian ramps, crossings and sidewalks, and enhancing transit and adjacent park-and-ride facilities that service the multi-functional transportation hub located immediately adjacent to the SR 32 and SR 99 interchange. Mission Beach Boardwalk Bulkhead Project

The Mission Beach Boardwalk Bulkhead scope of work involved the removal and replacement of 1,670 linear feet of parapet wall in addition to 44,000 square feet of concrete walkway and inclusion of 4 new ADA compliant ramps to provide adequate access to the beach. The retrofitting of this project provided vast improvements to the aging infrastructure and also maintained the historical look that matched the original bulkhead that was constructed in 1925. The concrete color, scoring, texture, geometry, finish, and other features were done to match in kind the historical features of the bullhead. The project was completed in May 2016, at a total cost of $5,500,000. This project was unique in such a way that the proposed improvements were required to meet the criteria of the Historical Resources Board and had to replicate the original features from the original construction. Bear Valley Parkway North Widening Improvements

The completion of this regionally significant project provides a much needed improved access to State Route 78 and Interstate 15 for residents and businesses in north county San Diego. Improving Bear Valley Parkway is an important step in the sustained economic growth for the community. Residents and businesses are now able to move faster and more freely between places of employment, schools, and home and to other close by attractions such as the San Diego Zoo Safari Park, Kit Carson Park, and Lake Wohlford. Prior to construction of this project, the mile long section of Bear Valley Parkway between SR 78 and Boyle Avenue was a 2-lane rural road with no sidewalks, no bike lanes, poor drainage, and poor visual esthetics due to the abundance of overhead utility lines poles. Desert View Drive Slope Repair and Restoration Project

San Diego initiated the Desert View Drive Slope Repair and Restoration in March, 2015 after observed movement on the active Rose Canyon Fault in the geologically and environmentally sensitive La Jolla area below Desert View Drive. A declaration of emergency was made due to El Niño concerns and the over 50-foot deep saturated canyon below the Mount Soledad subdivision that had seen four previous landslides since 1961 with similar indications of land movement. Repairs were analyzed, designed and substantially completed by the end of 2015. Construction involved: remote-area borings, over 25,000 yards of imported fill, storm drain realignment, permitting, and revegetation. The project total cost is $7,500,000. Construction was completed in August 2016. The project team deployed the best management techniques to complete the project on schedule, budget, and comply with the resource agency requirements and permits. Mission Beach Bulkhead Seawall and Boardwalk Replacement

Originally built in 1925, the Mission Beach Amusement Center’s (now Belmont Park) seawall and boardwalk are one of San Diego’s most popular destinations. Layers of repairs on the seawall over the decades concealed spalling and cracked concrete, exposed rebar, and large voids undermining the pavement that were susceptible to collapse. The historic fabric had become unrecognizable and the damage irreversible. A complete reconstruction was the only long-term solution.  The board walk is a main gateway to the southern beach area year round and is an important asset for the City to maintain access and safety. The bulkhead/seawall is used as a form of coastal management to prevent sand erosion and water flooding of adjacent private properties and public amenities. Pavement Management Manual

County of San Bernardino, Pavement Management Section was able to establish Pavement Management Manual to explain and enhance the utilizing of our existing pavement asphalt and recycle the valuable material, instead of purchasing new version material, in addition to explain different pavement repair strategies to rehab all the county roads based on traffic, pavement condition and regions. Balancing between the availability of limited funds and the tremendous need of pavement improvements throughout the County is a big challenge.  To make the most efficient use of the limited funds and create a more systematic, consistent and predictable approach in the selection and programming of projects, the County introduced a road categorization concept by grouping all of its paved roads into 5 road categories. Different PCI goals, different maximum treatment and different length of pavement preservation cycles are assigned to different road categories.
