Dunlap Acres Revitalization Program

Incorporated in November 1989, the City of Yucaipa’s recently adopted first full 20-Year General Plan Update describes Dunlap Acres as having “a rich history dating back to the Serrano Indians and the later settlers who ranged in the area. The area extends south of Yucaipa Boulevard and west of Oak Glen Road. Due to a history of flooding, the area retains a more rural character, with lower density residential developments on generally larger lots, limited animal keeping, and equestrian uses”. That said, resolutions in the Update focus on how to improve the safety and livability of neighborhoods, and Dunlap Acres is a focal point in attaining those goals. Roads and other infrastructure have been threatened over time because of flooding and even the types of vehicles on those roadways that tend to impinge on safe travel. Yucaipa’s City Council has been committed to improving transportation options in ways that preserve Yucaipa’s natural environment and community appeal, while providing for a balanced, multimodal transportation network. These goals have necessitated intense efforts to preserve Yucaipa’s local street and road system overall, and specifically in the Dunlap Acres area. Since 2008, Yucaipa has prioritized $34,162,774 in to rebuild infrastructure and provide for safer, more livable streets and sustainability in Dunlap Acres, with more projects under funding and design consideration. The attached “Dunlap Neighborhood Projects” map demonstrates the level of commitment to improved roadways and systems. Projects labeled as “Drainage Projects” are also street improvement projects wherein drainage improvements include bridge improvements that replace low water crossings in addition to several hundred feet of street widening and sidewalk improvements. Yucaipa’s Pavement Management Program has concentrated funding on surface streets that have been heavily impacted by a combination of residential and commercial vehicles, weather, and increasingly heavy use due to the fact that the main arterial street in Dunlap Acres also leads to Crafton Hills Community College with an estimated day and evening student population of 6,200. Projects labeled as “Sidewalk Projects” are also much more than that, because these projects have been funded by state and federal Safe Routes to Schools grant programs, and have included bicycle lanes, restriping, resurfacing, and similar roadway improvements to help insure safer access to (Title 1) Crafton Elementary School, and to Yucaipa High School. Street widening projects have played a major role in the Dunlap Acres revitalization efforts, providing safer access throughout the neighborhood, and three of the five projects are on the local streets within the neighborhood. Utility projects have created public investment using excellent engineering standards. These projects have all provided sustainability where the road system preserves and protects the local street and road system.
