Description

The City of West Sacramento’s current Neighborhood Pavement Preservation Program & Arterial Streets Pavement Repair Program have been an important step in improving the condition, safety, and longevity of City’s roadway system. After many years of deferred maintenance on its road system, the City Council approved a Pavement Management Plan for the City. The Plan utilizes two programs: the Neighborhood Pavement Preservation Program which focuses on residential neighborhood streets and the Community Investment Program which focuses on arterial streets throughout the City. The Neighborhood Preservation Program focuses on preserving local roadways with the use of various seal coats. Staff has broken the City into ten areas for the Neighborhood Preservation Program and prioritized the areas to maximize the longevity of the street pavements. Over a ten-year period, all the areas will receive pavement treatments to seal the pavement surface and extend the life of the pavements. The Community Investment Program prioritizes rehabilitation of major arterials throughout the City. The Community Investment Program is broken into two parts: The Arterial Streets Pavement Repair Program and Major Arterial Rehabilitation & Complete Streets Projects. The Arterial Streets Pavement Repair Program acts as a “major band aid” for those arterial streets that are suffering major base and pavement failure, and which require “dig-outs and repaving. The Major Arterial Rehabilitation & Complete Streets Projects are large projects requiring significant financial resources and typically are grant funded.

During 2023, the City bid out its first Neighborhood Pavement Preservation Project and combined it with an Arterial Streets Pavement Repair Project. The combined projects (Project) were able to focus on two neighborhoods and two arterial streets: the Bridgeway Lakes & Bridgeway Islands neighborhoods, and Southport Parkway/Jefferson Blvd. The improvements included removal of existing 4-inch traffic stripes, markings and markers and installing new 6-inch & 8-inch traffic stripes with new markings and markers. The Project installed over 500,000 square yards of Type II Slurry Seal and 61,000 square yards of Type III Microsurfacing. The arterial road rehabilitation improvements included a combination of over 10,000 square yards of dig-out repairs with an added layer of Type III Microsurface. The Project also removed over 100 outdated traffic signs throughout the project boundary and replaced them with new MUTCD compliant signs. The total cost of the Project was $4,557,000.

Overall, the Project was delivered on time, underbudget and is seen as a strong step going forward in addressing deferred maintenance and prioritizing the pavement condition, safety, and longevity of the City’s roadway system.
