Project Description

The significance of the Devlin Road project is that it’s the final segment of a 3.5 mile stretch from the City of American Canyon to Soscol Ferry Road at Highway 29/221. In addition, the project connects the Green Island Road Industrial Area and the Napa County Airport Industrial Area allowing for business to business drivers to move within the industrial area without needing to use the highway.

The need for a parallel route during an emergency closure of Highway 29 was put into action as recent as January 2023 when the highway was closed due to flooding. Without this segment, a highway closure between South Kelly Road and Green Island Road means a minimum 14-mile detour to other parts of Napa County.
The City of American Canyon broke ground on segment H of the Devlin Road and the Napa Valley Vine Trail in April 2021. The project extended Devlin Road south, 2,800 feet, to a new three-way stop-controlled intersection at Green Island Road. The northern intersection of Devlin Road includes a 140-foot diameter roundabout designated for truck traffic and is the largest in Napa County.

Devlin Road roadway consists of one travel lane in each direction and a two-way center turn lane with water, storm, sanitary sewer, recycled water and a joint utility trench. The project included an important Napa Valley Vine Trail segment, providing a 12-foot wide Class I concrete trail for pedestrian and bicycle use.
The project was successfully completed due to a long-time collaboration with Napa County, Napa Valley Transportation Authority, the Napa Valley Vine Trail Coalition and private development.

The total cost of this project was $6,785,979, which included design, right of way, environmental planning, regulatory permitting, construction management, materials testing, and construction. The project funding included a combination of State Transportation Improvement Program, local traffic impact fees, water capacity fees, and private development contributions for extending recycled water to the industrial area.
